Many folk are happy to walk across on the roadway, despite the wide footpaths. Maybe it's from before the motor car arrived at Newcastle.

I hadn't noticed the "trio of wee oar powered boats". Professional rowing races were a big thing on the river in the mid 1800s. See description of Harry Clasper: https://en.wikipedia.org/wiki/Harry_Clasper
