I think this is HOOGLAND, built by De Noord at Alblasserdam in 1916. Not sure what the loading/unloading attachments are. Doesn't look like your average coal spout. Perhaps a port specialist type person may know.

We now call it Bates but at this time it was known as the National Coal Board's Cowpen South Wharf. The two bits of kit are 'Handcock Anti-coalbreaker's.'

So the coal was lowered into the hold and spilled out rather than hurled from a great height and pulverised to dust? I guess.
