The house in the background was, I think, originally for a resident Dock Master. When I arrived in 1968, it was home to the Dock Superintendent. One of his important jobs was to send a weekly return to a room at Paragon Station, listing how many rats the dock cat had killed. He made up a suitable number, as there was an allowance for food for the official dock cat.

At least one 'Fat Cat' 8-) working the Docks, I wonder who he/she's Union Rep was or was he/she part of "The Management"
