SYAM in the Barge Dock 2000 ish. What is that yellow post for?

Look at your lower photo, it's just outside the line of the canopy, so that ships moving to South Dock don't "hit the roof"

Obviously, works every time, shame about the other way.

A bit like the monstrous posts under the Millenium Bridge on the Tyne. Added at the last minute, at huge cost, hated by the bridge architect, not needed, now removed at huge cost.
