The British Government of course did store huge amounts Grain which was rotated during the Cold War(is it finished? Perhaps not) in specially converted Hangers on redundant Airfields, the three I have seen were at York, Driffield and Little Rissington which also had a 1,000 bed Hospital using the H Blocks financed by the Americans in the event of, for American Servicemen only. The beds and equipment were all cocooned and were checked on a regular basis by the Americans.
