Pity about the paint spill, or is it another 'black hole'

I'll ask the owner about the 'paint spill' or whatever. He lives down the street from me.

The owner of the boat said: "The black on the side of the boat is where there is black plastic under blue paint. And when they pull pots up it’s taking the blue paint off because the roller is not working properly."
